The Quality Assurance and Qualifications (Education and Training) Act 2012 sets out responsibilities for QQI and for providers with regard to policies, criteria and implementation of arrangements for access, transfer and progression for learners.

QQI establishes policies and criteria for access, transfer and progression; providers establish procedures in relation to learners to be implemented by the provider concerned.

QQI is working to establish new policies and criteria in consultation with stakeholders. It is most likely that access, transfer and progression policies and procedures will be reconsidered in the light of a scheduled review of the National Framework of Qualifications, in 2016.

In the interim, according to Section 84 of the 2012 Act, relevant and linked providers will establish procedures in accordance with the former procedures of the NQAI.

Following consultation, a restatement of the NQAI policies and criteria have been developed and are published here. These refer to credit, including Recognition of Prior Learning, progression and transfer routes and information provision.
